Clara Vieira Guerra is a distinguished legal expert currently serving as the Data Protection Officer for the Portuguese High Judicial Council and the five Courts of Appeal. With a career spanning nearly three decades, she served as a Senior Consultant for the Portuguese Data Protection Authority (DPA) from 1997 to 2025. In this capacity, she was instrumental in drafting legislative opinions at both the national and EU levels and conducted specialized inspections within the law enforcement sector and EU information systems.
Her influence extends significantly into the judicial and regulatory spheres of the European Union. She represented the Portuguese Government as an agent in 27 prejudicial cases before the Court of Justice of the European Union, providing expert interpretation of data protection provisions. Furthermore, she held a pivotal leadership role within the European Data Protection Board (EDPB), where she was elected for two mandates (2020–2024) to chair the Coordinated Supervision Committee. In this role, she oversaw the coordinated supervision of major entities including Europol, Eurojust, and the European Public Prosecutor’s Office (EPPO).
Beyond her regulatory work, Ms. Vieira Guerra is a prominent academic and international consultant. A Guest Lecturer at the Portuguese Catholic University since 2016, she frequently provides expert training for EU-funded projects in Latin America and the Republic of North Macedonia. She remains a highly sought-after speaker and trainer for prestigious institutions such as CEPOL, the ERA Academy, and Maastricht University, contributing extensively to the global dialogue on privacy and data governance.
