In this session, Professor Benvenisti will argue that the UN Security Council is undermining the UN Charter’s core promise of sovereign equality and self-determination. He will show how recent resolutions on Western Sahara and Gaza illustrate a “tripolar entente” among the United States, China, and Russia, where major powers tacitly accept each other’s territorial ambitions while smaller states are left marginalized. As this great-power maneuvering fosters unpredictability and weakens cooperation, international law risks becoming a framework preserved in form but stripped of real substance.
